Director of Human Resources

SUMMARY

The primary function of the Director of Human Resources is to plan, direct and coordinate HR policies, programs, functions and activities with emphasis on, but not limited to, the benefits, payroll, employment, staff training and records functions.  This position assists and advises agency supervisory staff in personnel matters and ensures that the agency is in compliance with applicable laws and regulations.

The Director of Human Resources reports directly to the Vice President Operations.

This position is not eligible for overtime pay.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties and responsibilities are given as examples of the various types of work performed in this position.  Other duties and responsibilities may be assigned.

  1. Oversees and coordinates the activities of the Human Resources Department staff through direct supervision.
  2. Develops and monitors all personnel policies, practices, and procedures to ensure compliance with federal, state and local laws and regulations; and provides training on human resources issues as requested or required.
  3. Develops and maintains an informative and user friendly employee handbook, clear and up to date job descriptions, and an equitable classification and pay plan.
  4. Directs and maintains an appropriate background screening process for potential hires, interns and volunteers; and annual re-screening of current employees, interns and volunteers as required and in accordance with state and federal laws.
  5. Coordinates an effective performance review program and ensures that all personnel are evaluated in a timely manner.
  6. Coordinates the administration of and monitors payroll related functions for the agency.
  7. Develops and maintains an effective personnel record keeping system for current employees as well as the appropriate archival of personnel records.
  8. Develops, maintains and coordinates the administration of an effective training program and record keeping system for current employees as well as the appropriate archival of training records ensuring compliance with all applicable laws and regulations.
  9. Coordinates the administration of and monitors employee group benefit plans and ensures compliance with all applicable laws and regulations.
  10. Assists with the agency’s retirement plan, the Florida Sheriffs Youth Ranches Employees’ Pension Plan and Trust (401k) including administration, compliance, and plan review.
  11. Assists in handling grievances, investigations, or complaints as assigned.
  12. Coordinates agency response to all unemployment claims and represents the agency at all hearings and proceedings related to unemployment compensation as needed.
  13. Coordinates worker’s compensation insurance and employee safety programs.
  14. Ensures that areas under supervision are oriented toward and focused on exceptional customer service to employees.

EDUCATION AND EXPERIENCE REQUIREMENTS

This position requires a bachelor’s degree in personnel management, business administration or related field with at least three years experience in a responsible human resources position or any equivalent combination of directly related experience and training which provides the knowledge, skills and abilities required to perform the job.  A minimum of five years experience in supervision and administration and Human Resources certification (PHR or SPHR) are preferred.

Must have strong interpersonal and communication skills; the ability to deal tactfully with employees, applicants, vendors, and the general public; and the ability to professionally manage difficult and sensitive situations and refrain from divulging confidential information to unauthorized persons.
  2. Must have the ability to establish long and short range goals and follow through to completion and manage multiple priorities to meet deadlines. 
  3. Must be able to generate timely, accurate, and progressive statistical reports.
  4. Must have the ability to establish effective working relationships; exceptional skill in working cooperatively with others; skills in public relations, image building, and developing esprit de corps; and a strong orientation to customer service.
  5. Must have the ability to read, analyze, and interpret the most complex documents; respond effectively to the most sensitive inquiries and complaints; make effective speeches and presentations, and to communicate in a clear and concise manner.
  6. Must have the ability to work with mathematical concepts such as probability and statistics; apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  7. Must have the ability to define problems, collect data, establish facts, and draw valid conclusions; interpret extensive variety of instructions; and deal with problems involving variety of situations.
  8. Must have considerable knowledge of the principles and practices of HR administration; federal and state HR laws and regulations, general office practices and equipment, and records maintenance.
  9. Must have a good working knowledge of personal computers, Windows based software, and computerized information systems used in human resources applications.

While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear and reach with hands and arms.  The employee may occasionally lift and/or move objects weighing up to 10 pounds.  Specific vision abilities required by this job include close, distance, color, peripheral, depth perception and the ability to focus.

WORKING CONDITIONS

The Director of Human Resources must be willing and free to travel as necessary.  Work is generally performed in an office environment.  There are no special conditions.

BASE SALARY                   $60,000.00 Annually
